In this scenario, the trainee is responding to an active shooter event. The trainee has already made entry to the building and is in a hallway where there is a wounded victim on the ground pleading for help. The location of the active shooter is still unknown and there is still an active threat. Branching options for the training officer will allow the trainee to articulate their commands to the armed subject while maintaining situational awareness in an unknown hostile threat environment.
The training officer will select one branching scenario.
Intro Idle (Automatic): The intro idle will begin with a woman who has been wounded and is pleading for aid.
Pass Door: The AS will pass by an open door allowing the trainee to observe the location of the AS.
Move to Attack (Lethal Force): The AS will enter the open doorway and begin shooting. The scenario will end when the threat has been neutralized.
Move to Surrender: AS will present themselves in the doorway and surrender. This will end the scenario.

This scenario will engage the officer’s situational awareness, proper use of force, tactics, and proper use of cover. The trainee will need to recognize the ongoing threat and the need to neutralize the active shooter before rendering aid. When initially beginning the scenario, the trainee will be presented with a woman who is wounded and pleading for help. The trainee should recognize that there is an ongoing threat and not focus on providing aid.
Pass Door:
Recognize that there is an open doorway.
Scanning the area for possible threats and recognizing that the AS passed through the doorway.
The trainee should not focus on providing aid until the threat is neutralized as this leaves them vulnerable to an attack.
Once the trainee observes the active shooter, they should give appropriate commands and use cover.
Trainees should radio their position and current situation.
Weapon Presented:
Officer recognizes that a weapon has been presented.
Uses appropriate use of force response when presented with immediate deadly force encounter.
The trainee is dispatched to an active shooter event. The trainee has already made entry to the building and is currently in a hallway. The location of the AS is unknown.
The Training Officer will be able to discuss different options for the trainee when presented with a wounded victim during an active shooter event.
Training Officer’s should discuss the dangers of providing care when there is still an active threat.
The Training Officer will be able to discuss the proper use of cover.
