In this scenario, trainees are responding to reports of an emotionally disturbed person (EDP) that is causing a disturbance at a local convenience store. The EDP has not attacked anyone but is creating a verbal disturbance. The trainee is a secondary officer in this scenario. Branching options in this scenario will give the training officer options for the trainee to use force or use verbal de-escalation techniques.
The training officer will select one branching scenario.
Initial Intro: The intro to this scenario begins with approximately 27 seconds of the EDP being verbally aggressive. The lead officer in the scenario is attempting to gain compliance from the EDP and the trainee is standing next to a store employee.
EDP Attack: The EDP will run towards the store employee to attack him. The scenario will end while the EDP is running at the store employee.
Clerk Attack: The store employee will run towards the EDP to attack her. The scenario will end while the store employee is running at the EDP.
Comply: The EDP will begin to calm down and appear to be compliant. The scenario will end.

This scenario will engage the officer’s ability to display command presence, have situational awareness, and use appropriate use of force. The scenario should allow the trainee to use de-escalation techniques to establish an environment of safety or compliance. Trainees should be able to discuss any violations of law and what can be done according to law and department policy. The trainee should place themselves in a position so that they are able to observe all parties involved.
EDP Attack
Recognize the EDP is attempting to attack the store employee.
Give verbal commands and use the appropriate level of force (if any).
The trainee should be aware of surroundings and not place themselves at a disadvantage.
Clerk Attack
The trainee should recognize that the store employee is making verbal comments.
The trainee should stand in a position where they can see all parties involved and not have their back towards the store employee.
Trainees should recognize that the store employee is attempting to attack the EDP and use the appropriate level of force (if any).
Trainee is dispatched to a local convenience store where a female is causing a verbal disturbance. She has not physically attacked anyone. The trainee will begin the scenario in the convenience store as a cover officer.
The TO will have three separate branches to choose from depending on the trainee’s ability to recognize the parties involved and keep an appropriate distance so that they are able to observe all parties involved.
The TO will be able to discuss local laws and department policies when an officer is presented with an EDP.
TO should discuss the dangers of a non-compliant person and their ability to use objects as weapons that are readily available on scene.
